Revision of Service & Conservancy Charges (S&CC)
Dear Tenants/owners of HDB flats
From 1 April 2010, Jurong Town Council will be revising the Service & Conservancy Charges (S&CC) for the flats, shops, offices & market/hawker stalls.
The S&CC is used for the routine & cyclical maintenance and estate improvement works.
Since the last revision in January 2005, five years ago, the Town Council’s maintenance and operating expenses have been increasing. This is largely due to:-
- 38.4% increase in electricity tariffs (Comparison between October 2004 rate and January 2010 rate).
- With the introduction of the HDB Lift Upgrading Programme (LUP) in 2004, the Town Council is required to set aside approximately $115m as co-payment towards the LUP. With the LUP, there will be more lifts to serve the residents. The number of lifts has grown from 1002 in 2005 to 1139 currently and will increase further to 1575 when the LUP is completed. This increase and with the lifts stopping on every floor means that there is substantial increase in the lift maintenance cost.
- The cleaning costs have increased by 10% due to higher manpower costs and demands on cleaning standards.
The new S&CC which will come into effect on 1 April 2010 for the residential properties are shown below.

Eligibility for Reduced Rate
| - | Singaporean households (i.e. at least one Singapore Citizen lessee/permitted occupier staying in the flat) |

Eligibility for S&CC Rebates

If you are paying by GIRO, the revised amount will be deducted automatically from your bank account.
