Service & Conservancy Charges
The monthly Service & Conservancy Charges (S&CC) goes towards the maintenance and upkeep of the common property within the Jurong-Clementi Town.
Some of these services include:
- Provision of essential maintenance and repairs of lifts, water pumps, switchrooms, lightings
and lift rescue services - Conservancy and cleaning works
- Landscaping and horticultural works
- Preventive and cyclical maintenance works including repainting and re-roofing
- Replacement of water pipes and automatic refuse chute-flushing systems

Dear Tenants/owners of HDB flats
With effect from 1 June 2018, the S&CC for residents under the management of Jurong-Clementi Town Council are shown below:

How can you pay your S&CC?
- In person at any of our offices (cash, cheque, Nets, Visa, MasterCard, American Express, Dash)
- Mail – Cheque (Please indicate your account and telephone numbers on the back of the cheque and mail it to Blk 255 Jurong East Street 24, #01-303, Singapore 600255)
- GIRO (Download Form here)
- Websites of DBS, OCBC, Standard Chartered and UOB (For Internet Banking only)
- At any AXS Stations islandwide or AXS e-Station
- At any Singapore Post counter or S.A.M. machine
Eligibility for Reduced Rate (Government is providing subsidies on S&CC for residents)
- Singaporean households (i.e. at least one Singapore Citizen lessee/permitted occupier staying in the flat)
- Lessees or essential occupiers who do not own or have any interest in private residential, commercial and/or industrial property (including HDB commercial/industrial properties)
Eligibility for S&CC Rebates
Singaporean households (i.e. at least one Singapore Citizen lessee/permitted occupier staying in the flat)
- Lessees or essential occupiers who do not own or have any interest in private residential, commercial and/or industrial property (including HDB commercial/industrial properties)
- Flat-owners who have not sublet their entire flat
S&CC Rebates 2023
Under the household support package announced in the Budget 2023, eligible Singaporean households living in HDB flats will receive rebates to offset between 1.5 and 3.5 months of Service and Conservancy Charges (S&CC) over FY2023 (refer to table below).

Help for residents
If your family needs help on the S&CC for financial reasons, there are various schemes available, such as ComCare, Employment Assistance etc. We encourage you to see your respective Members of Parliament in Jurong GRC , Yuhua & Bukit Batok SMC at their Meet-the-Peoples’ Sessions for assistance.
